District: Eastern Multnomah County, northeastern
Clackamas and Hood River County. In Clackamas it stretches to include
parts of Milwaukie and Gladstone, and in Multnomah it reaches west
to Troutdale. Much of this area is still rural but developing, either
as Portland bedroom community or as a separate residential area
(at Hood River).

Background: Rick Metsger, a long-time
Portland TV and radio broadcaster, has won this seat twice, initially
won this seat in 1998 when it had to look like a long shot. At that
time, the district was almost all in Clackamas, and the Senate seat
was held by a Republican. Metsger won decisively, though. In 2002
the addition of Hood River County seemed to present a problem, since
it then voted more Republican than Democratic. But Metsger wound
up winning all three counties. He must have considerable personal
and campaigning strength: The two House seats here have been held
by Republicans for years, and they usually have won by strong margins.
Lots of ticket splitters here.
Bottom line: Hood River has been trending
Democratic, which should help Metsger. If he runs again there's
no filing here so far he will be hard to beat.
