District: Most of the district is in Multnomah
County with a sliver in north-central Clackamas, almost all in the
area south of I-84 and immediatedly east of I-205 eastern
Portland and western Gresham, south to Happy Valley.

Background: This is a developing area,
slower than in Washington or most of Clackamas county but with some
incoming population. There is a substantial Republican precense
here. Psychologically, though, it is very much a part of Portland,
and politically this area remains more like a Portland district
than the more politically marginal districts to the east (25) or
south (26). The House seats here have been held by Democrats; House
Democratic leader Jeff Merkley is one of them. Frank Shields, a
relatively liberal legislator, won the Senate seat comfortably here
in 2002 with about 58% of the vote. (He won the Multnomah part easily;
he decisively lost the small Clackamas, Happy Valley, section.)
Bottom line: The margins are less overwhelming
than in more central Portland districts, but Shield - he has filed
for re-election - should be able to hold this seat without great
difficulty.
