District: All of Clatsop, Tillamook and
Columbia counties and small slices of Washington and Multnomah counties.
The population is spread out here; the largest numbers generally
live in the Astoria, St. Helens and Tillamook areas and the piece
of northwestern Multnomah County in the district.

Background: This district as a whole is
strongly Democratic, and so are almost all of its parts. The main
exception is the northwestern piece of rural Washington County;
secondarily, Tillamook County splits its votes between the parties.
Democratic candidates have done well here for years.
In 2002, this district re-elected Joan Dukes
with 56.3% in a three-way race; her sucessor, Betsy Johnson, did
not even draw a Republican opponent. (Her Tillamook County-based
fellow representative, Deborah Boone, had a scare in 2004, though,
finishing only a few hundred votes ahead of hard-campaigning Douglas
Olson.)
Bottom line: Republicans would need a
big, big break (or a campaign even better than Olson's) to win this
district. No one has filed here yet, though Johnson is thought likely
to run.
