District: Part of Marion County. It includes
central Salem almost all of the core of the city but for
downtown and then marches north, taking in a piece of Keizer,
then the farm country around Gervais and part of Woodburn. The core
of it is central Salem and the metro area.

Background: Peter Courtney is the longest-serving
legislator, and that fact says a lot about Salem's political nature
increasingly willing to vote for Democrats alongside Republicans.
That does not mean Courtney, for all his veteran status, is a slam
dunk even now. In 2002 Republican Randy Franke held him to 55.3%
- less than overwhelmingly for a long-time legislator with strong
campaigning skills. Keizer and the rural areas remain Republican,
but a slow Democratic flow in central Salem has allowed Courtney
to gain a base there. In 2002 both House seats here were narrowlywon
by Republicans; in 2004, one of them flipped to a Democrat, by a
substantial margin.
Bottom line: This district may be getting
safer for Courtney, who has refiled for election in 2006. No one
else has filed yet. He may be targeted (the Senate president will
be hard to resist) but will be tough to take out.
