District: Of the three districts splitting
up the city of Eugene (all three up for election in 2006), this
is the one with the biggest piece of the city, much of it with a
suburban and industrial feel - it is the most urban of the districts
in this area - and the least amount of rural territory (which does
include Junction City but little else apart from farmland).

Background: This not the UO-centered part
of Eugene, however, and Democratic margins in the northern and western
parts of the city are not all that large. In 2002 Walker won with
a modest 54% of the vote. And in 2000, running in a somewhat better
House district, she won with a modest 53%. She can't be considered
a lock if she runs again. She may not, since she has spoken
of running for governor instead.
Bottom line: Democratic chances probably
are about the same here whether Walker seeks re-election or the
governorship. That is to say this district leans Democratic,
but not so far that a Republican win is out of the question. This
district should be on the Republican target list, though winning
here would take very strong effort. No one has filed here yet, possibly
waiting to see what Walker will do.
